My Lords, before the noble Baroness, Lady Anelay, opens the next debate, I wish to highlight the three-minute speaking time limit for contributions other than those from the noble Lord, Lord Callanan, and the Minister. I appreciate this is tight and many noble Lords will have more to say, which is a reflection of the importance of the topic, but I respectfully ask that all contributions are limited to that maximum time to protect the time for the Minister’s response.
